He came with his parents to Maryland from Virginia in about 1650. In 1659, he received a tract of land from his father on the north side of the Severn, called "Howard's Stone" while he was still listed as "orphant" under the guardian ship of Edward Lloyd. In 1669, he received 50 acres for the fact that he had been transported into Maryland (from Virginia). He and his wife only had one child.

He received 500 lbs of tobacco for his service against the Nanticoke Indians. He obtained the rank of Captain in the Militia for Anne Arundel Co., MD. He was one of her Majesty's Justices for the same county in 1694. In that same year, he was on the commission to lay out the town of Annapolis.

His will made the following distributions: To orphan boy James Hoskins living with the testator he gave 40 acres called "The Maiden", to daughter Hannah Hammond he gave 150 acres called "Howard's Hills" at hd. of South and Severn Rivers, to Charles and Philip Hammond and future children of daughter Hannah, he gave 150 Acres called "Howard's and Porter's Range", 200 Acres, "Green Springs," 70 acres, "Howard's Addition," 50 acres, part of "Solomon's Hills", 160 Cares, "Howard's First Choice," and 110 Acres, "The Marsh" to be divided equally. If her children were to die then these lands were to pass to cousins Philip and Joseph Howard equally. The testators were Amos Pierpont, Jno. Marriat, Philip Howard, Jr. and Jonathan Medcalfe. His wife was to receive lands of the first two persons named if they died before her.

It is believed that Philip received his name from his grandmother, Anne Philipson married to Sir Thomas Howard-Arundel. At least it's a pattern that supports his father's ancestry coming through this branch of the Howards.
